Gail was born to Frank Willard and Jessie Rosada (Richardson) Hines in Reed City, Mich. on December 24, 1934. Shortly thereafter, she moved to Newberry and as member of the National Honor Society she graduated in the Newberry High School Class of 1953. She married her best friend Roland Theodore Goetz in Newberry on April 3, 1954.
